I got this error

That's because ACM is part of Windows. NAudio contains a lot of wrappers for Windows APIs, so this functionality is not available on non-Windows systems

Depends what codecs you need. NAudio does have a small number of fully managed codecs, and there's a managed MP3 decoder called NLayer that can be used with NAudio
