Revert ^py3.6.2 and add explicitly to black #1105

I do not believe there is an actual reason to update python to ^3.6.2, as I think the issue is only with black, which is a dev dependency. I see this syntax, and I think it solves the underlying issue without forcing updates on the entire project.
