mandatory field "contacts" is not being enforced when editing ontology submission #244

"contacts" is supposed to be one of the mandatory fields in the ontology submission edit form; however, I am able to clear out the contents of that text box and save the submission.

Would this also be a problem with the backend as well since it allows this kind of operation?
