It took me a minute to realize why running jekyll serve from the repo's root gave a 403 Forbidden error in the browser.

Attempting to run jekyll serve from subdirectories would load the HTML, but 404 on all assets.

This addition to README.md facilitates the local setup.

I'm not sure this should have been pulled in since it incorrectly references jekyll serve instead of grunt serve at b48323d#diff-04c6e90faac2675aa89e2176d2eec7d8R5. I may be missing something but I think we should get that revised.
