Consider to add apsw dependency to zserio PyPi package #3

There is no apsw dependency for Zserio PyPi package. However, Zserio generated classes might need apsw for SQLite feature.

There is already some public apsw in PyPi but it cannot be used on Windows without a building step.

This should be investigated a little bit more to provide some easy way how to use SQLite feature for Zserio.
