It's impossible to reduce fee values like ExecFeeFactor to a value lower than 1. The problem is that if the prices go up, the transaction costs will become expensive, and there won't be any way to reduce it to an acceptable value.
Do you have any solution you want to propose?
Fees have a factor limited to the minimum value of 1. We need to be able to set a value that is lower than 1 but also greater than 0.
This doesn't mean changing any current value of the fees, only adding support to lower values.
