How do you change the tags on a neocities site?

How do I change the tags, I cant find anything online about this.

just go to your profile while logged in (neocities.org/site/yoursitenamehere), and scroll down to tags, and use the add and remove buttons to change them.

it seems you cannot access that page if you have your profile hidden... so is there some other way? on https://neocities.org/?activity=mine dashboard i was able to add one tag because i clicked the think that said i had none. but once i entered one, there was no way for me to add more.
