TASK: Add ISSUE_TEMPLATE and PULL_REQUEST_TEMPLATE

I copied the ones from neos-development-collection and
adjusted them when I thought it was helpful.

I didn't copied over the CONTRIBUTING.md because I think
this need a bit more adjustment.
