Add docs and vimscript repositories as git submodules #565

The docs and vimscript repositories should probably be added as git submodules, and cmake updated to install those in the 'install rule'.

I'll do this. I thought about simply adding another target "runtime" to the top-level Makefile which clones 'vimscript' to build/runtime and 'docs' to build/runtime/docs.

What do you think?

👍. Also, I'd like to apologize to the community for the low activity. This week I've been traveling a lot to visit some relatives but everything will be normalized on Monday
