Our packaging code expects XX.YY versions in the tags, not XXYY versions, and it's easier to change here than there.

Is this for the GHA Packaging workflow? I thought we don't use these (yet)...?

Yes, it's for the GHA packaging workflow. It technically gt broken when we shifted off of Docker Hub to GHA for publishing images, but I didn't notice because the existing tagged images were still there (and still worked to build things).
