Adds poe port support for Junipers.
Juniper doesn't have support for translating the ports, but the models I've looked at (EX2200s, EX2300s, and EX4300s) all report the same. The VCs I had access to didn't report port status for anything beyond FPC0. Port translations follow ge-0/0/0->1.1, ge-1/0/2->2.3, etc.
