noVNC/websockify upgrade, cleanup and healthz

This PR

• upgrades websockify (that includes noVNC) container dependencies and fixes compliance with net/http and grpc;
• removes old noVNC container from pipelines;
• changes the health probe of the containerized-vnc-based instance
