py2exe: Make sure standard error is a blackhole

This patch ensures that the standard error is a blackhole when
neubot is running as a windows application, i.e. without an attached
console.  Without this patch neubot fails to start under Windows 7
(and probably under Vista too) because, in certain cases, py2exe
tries to open a logfile at C:\Program Files\neubot\neubotw.exe.log,
and this is not possible because of permissions.

So, if you compile Neubot for Windows using py2exe please make
sure you apply this patch, like this::

    cd /c/Python27/
    git apply /c/neubot-git/patches/py2exe_stderr_blackhole.patch

note that here we assume you are running inside Git Bash.
