create a makefile that spins up and configures a local API + graph with data

We need

• I can follow some (< 5) steps and then I'll have two fully configured and queryable neurobagel APIs running on my machine
• data has to be in them already
• they need to listen at their respective ports

• I think this is essentially Automate GraphDB setup recipes#18 - so we could consider addressing this in preparation for the hackathon
