0.2 pcb - DIN not routed to RP2040 #4

Do to a pin swap marathon where the DIN wasn't locked, it no longer routes to the RP2040. This means the FPGA configuration won't work from the RP2040 without a flywire on the PCB. This should run from one side of R66 to the RPH_G3_SCL pin (which is on the R-Pi header).

Updated routing moves SCK/DIN/DOUT to one bank, moves a few misc signals ot other bank. Keeps all the RPH on one bank for future speed reasons.

Issue is fixed on 0.3 PCB (now on order) & will be tested once board is built. Issue will be closed once fix is confirmed.
