Added sampling configuration to the session traces page. Converted the Get Started section into a steps. TODO: We may still need to add instructions for viewing their current consumption levels during the 30 day preview before ST bytes become billable on 6/8. That's pending the outcome of how we're instructing customers to do so on 5/2.

On 5/8 we're emailing customers that Session Trace bytes will count towards their data consumption starting 6/10. This PR provides instructions on the new capabilities we've added to the feature, like sampling, the ability to disable, and the ability to extend retention of this data. It also provides details on how to view their consumption between 5/8 and 6/10 so they can true up if usage with the value they receive from this data.
