New tile section for service levels on the release notes landing page. I've followed the instructions on [Create release notes](https://docs.newrelic.com/docs/style-guide/writing-docs/processes-procedures/create-release-notes/).

I'm suggesting to add a new entry on the service levels menu, to make the release notes easier to find. I got inspired by https://docs.newrelic.com/docs/accounts/accounts-billing/general-account-settings/intro-account-settings/

During the beta period, some users have told us that it's difficult to keep up to date with the improvements and additions that we're releasing for Service levels. We think that a release notes will help both our customers and Relics.
