Update Wix to v5

We had been using Wix v3 for creating our Windows MSIs. They recently released a security fix that unfortunately introduced a new bug, making our MSI unable to install successfully without admin privileges. Because Wix v3 (and v4) are obsoleted, there is no fix coming, and we can't stay on the previous version due to the security vulnerability. The only solution currently available is to move to Wix v5.
