chore: Nuget updates

[tippmar-nr]

• Updates Google.Protobuf and Grpc.Tools in Core. All were minor version bumps.
• Updates Grpc.Net.Client to 2.63.0 in Core and adds Microsoft.Bcl.AsyncInterfaces to the ILRepack list, as it is a new dependency of Grpc.Net.Common (which is a dependency of Grpc.Net.Client).
• Updates numerous packages in our test projects, all related to the testing frameworks (Nunit, Xunit, etc.)
• Updates Dependabot configuration to update a small subset of packages in the tests/ folder
