Improve AboutCode ToolKit with New and Enhanced Features

The AboutCode Toolkit and ABOUT files provide a simple way to document the origin, license, usage and other important or interesting information about third-party software components that use in the project.

The first goal of this project is to add new features and enhance current features in AboutCode Toolkit. This will help AboutCode Toolkit to be easier to use and be more compatable.

Additionally, code refactoring and performance enhancement are considered as a secondary goal.
