Analyze scan for license issues

Using the scancode results analyzer https://github.com/nexB/scancode-results-analyzer/ I would like to enhance a scan done in scancode.io with extra data.
For that we would need to:

• install it using the output of Package tools for installation in scancode.io scancode-analyzer#21
• run it using this Scan analysis scancode-analyzer#20

Note that we may not keep this approach, but the idea it to highlight some implementation issues, chalenges and missing pieces, and have a base for design discussion. See the 3 "TODO" for discussion points.
