This PR adds a new flag constant
APPROXIMATE_MATCHED_TO_PURLDB_RESOURCEto flag Resources that were matched using approximate file matching. We are adding this here as the matching pipeline on matchcode has been updated to use this flag. (nexB/purldb#432)
