This patch adds a separate source package for the Debian oldstable distribution.
Currently the two stable distributions are Debian 9 and 10, and due to some differences in the set of available packages, the same source package cannot be used for both. Therefore two packages are created and uploaded to different repositories in the OpenSUSE Build Server.
