Redirect Loop after upgrading to 13.0 (InvalidSignatureException) #8199

Steps to reproduce

  1. Start web updater for upgrade from 12.0.4. to 12.0.5
  2. Click trough update process which then installs 13.0

Expected behaviour

Working instance of 13.0 is running.

Actual behaviour

After the login page a redirect loop occurs:

There was no message about it but it seems the problem originated in a disk quota problem which prevented the upgrade from finishing properly. Resolving the inode problem and then following the manual upgrade process (unpacking from zip) etc solved the issue.
