M1: POC pre-processor for vocexcel

The goal is writing a proof-of-concept script that
- implements NFDI4Cat specific options to VocExcel in a wrapper
- use the unchanged VocExcel
- uses the newer template version (0.4.3).
NFDI4Cat xlsx vocabulary files should be processable through this wrapper (as with vocexcel).
