Ability to update specified agency retroactively in pick reports

Describe the bug
When a pick report selects "A NFFTT Agency" as the recipient, the data is listed in the NFFTT agency profile. It is not possible to edit the pick reports retroactively, which means that even when we know where the fruit wound up, the data is still reported to the NFFTT profile and not the actual receiving agency.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Partners'
2. Click on 'A NFFTT Agency'
3. Scroll down to 'Pick History'
4. Click any pick and scroll down to the pick report
5. See that it says where the fruit went in the report but that data only shows up on the NFFTT profile and not the ultimate agency's

Expected behavior
Make pick reports editable so that they can be filed under the correct agency retroactively.
