Recipe Metrics

Design a scalable way to calculate recipe model metrics, such as job completed count.

Add job counts broken down by status to the recipe model, as well as a flag for indicating if the recipe has fully completed.

Also add a call to the recipe handler to query superseded job IDs for when new recipe jobs are being created.
