Reprocess Recipe Fails

Currently the v5 and v6 reprocess recipe endpoints fail. They both use the create_recipe_v6 path and lose the workspace info from the superseded recipe. The v5 endpoint should use the legacy recipe path and the v6 path needs to get the workspace info and store it in its configuration. Make sure jobs inside a recipe get the workspace information from the recipe config if available.
