Show Job/Job Type Max Tries

Currently a job/job type's max tries property is not visible via the API. This is needed to tell a user whether a job is not being retried because it's hit the maximum retries or not. (ngageoint/scale-ui#90)

Desired Solution
Add the max_tries property for a job and/or job type to the details api

Alternative / Workaround
The only workaround currently is to assume the max_tries property is 3 (the default) or just look at whether the error is retry-able.
