Create pull task for job executions

Create a Docker pull task for job executions that pulls the algorithm's Docker image. This will allow forcePull to be turned off so Docker images are not pulled during task staging. Also, the reconciliation and timeout thresholds for staging tasks can be reduced accordingly (since image pulling will no longer be occurring).
