Add 1024 char limit to Dataset Funding Organization(s) field

Funding organizations mapped to ESS-DIVE has a character limit of 1024. Currently the longest entry we had for this field is 442 chars long, implementing a limit now will allow us to synchronize/map this field in the future to ESS-DIVE corresponding field (Associated Parties field, with Funding Organization role).
