feat: Hugo theme update Feb 2023

Proposed changes

Update the F5-Hugo theme to the latest version. The theme takes care of formatting, features and common areas of the page like the footer, CSS and navigation bar.

Fixes on this version:

• Agent added to the footer
• Add back GTM
• Nav-bar fixes
• Other minor improvements

This PR does not change the documentation content.
