Update pylast to 2.4.0

This PR updates pylast from 2.3.0 to 2.4.0.

Pylast will drop support for Python 2.7 before that, perhaps this year. There will still be an installable Python 2.7 version on PyPI, but no further updates will be made for 2.7.
