Neo4All_RG350

New features:

• build specifically for RG350 handhelds with mips32r2 flags
• packaged as an opk with support for command line launch (what allows it to be directly launched from simplemenu or EmulationStation frontends in a clean way)
• implementation of the neo4all menu display with Power button instead of select+start (but select+start still works)
