SW Optimizer 3.1.1 (Internal Updates)

This release contains no user facing changes, simply internal tooling changes and a small amount of logging cleanup.

The jar comes pre-bundled with all resources (potentially missing a few) which is the reason the main jar is larger than it used to be. The previous version would download on-demand. In a later version, we'll support on-demand resources downloading again, but resources will be organized differently.

Add feature to detect 100% legend runes for Appraisal runes. And runes that highly legend base on avg stat detection.
