Switching from bootstrap3 to bootstrap4 has changed the stylings used by the accordion plugin. This updates the accordion templates to use the Unify 2.1 shortcodes with bootstrap4.
Travis needs a 'travis-tests' make target to run tests.
This updates the test settings to work with current versions of Django.
