[bug]: No components classified as noise (deeper issue - what mask is used in ICA-AROMA?) #1331

A user had a particular run that had no components classified as noise, resulting in fmriprep throwing an error (as expected).

After getting access to the offending data, I replicated the error and investigated the intermediate files. It appears the mask file used in the ICA-AROMA command was empty. I dug a little into the ICA-AROMA code, and it appears ambiguous what mask is used when you specify the --meldir option.

This is relevant as of the current 1.1.8 release of fmriprep.
