  2. fix: open up a new config submodule and keep NONSTANDARD_REFERENCES t… 

    …here [skip ds005][skip ds054][skip ds210]

The reason for this change is that, being defined in
``fmriprep.workflows.bold.resampling`` forced the CLI to load in a lot
of unnecessary modules.
