- The new `fmriprep` requires `nilearn~=0.6.2`, which is not compatible with newer `matplotlib` releases

Nilearn 0.8.0 bumped the numpy dependency to
>=1.16. The last release of 20.2.x had nilearn 0.6.2, so I'm pinning that here. We can march it forward as we verify reproducibility and start relaxing some of our dependency constraints.This should unblock #2331.
