VS403417: ChangedBy value cannot be empty when BypassRules is specified

Hi Team,

Could you please help me to fix this issue:
Version: 14.3.10
Note: I tried all these version 11.11,11.12,14.3 but still getting the same issue.

ERR] [v14.3.10] Microsoft.TeamFoundation.WorkItemTracking.Client.UnexpectedErrorException: There is a problem on the server. Please try using version 15.0.5! That is the latest version.

I have tried below query bit on 15.0.5, but it is fetching all those project work items instead of particular work item id or work item type.
then finally error is

Example 1:

We dont use WIQLQueryBit any more. You should have received a warning to recreate the config and port the settings over. I guess you just change it to a 15.0 ;)

Well, I think TfsUserMappingEnricherOptions defaults to false and in TfsNodeStructureOptions, the default list of mappings is different.
