Deep Dive Suggestion: triaging existing long-standing issues

I started adding triaging-review label to some long-standing stalled issues. The goal is to identify issues that might still be important, but due to the lack of activity in the issue we're not sure where things are at today. I suggest we have a round of deep dives to go through those issues and decide whether they should remain open, they should be closed, or new issues should be opened instead. I suggest we wait until all relevant issues are labelled before we have this deep dive.
