I've included an update to contributing instructions in this since it's relatively necessary. Going to merge this since those changes aren't particularly complex, and this has been open for 5 days. If folks want to further dig into contributing instructions minutiae, I'm more than happy to do that in a separate issue/PR. |

Adds multiple sections and READMEs for each of those sections.
A follow up that I want to get in before merging this is changing the contribution instructions to address this new limited structure. That will probably include moving them into their own file.
