ncu-ci: parse CITGM results

It would be very helpful if ncu-ci can automatically find new breakages in CITGM, like this:

ncu-ci citgm ${job_id_master} ${job_id_pr}

To get the results of a CITGM run, use this API endpoint

https://ci.nodejs.org/job/citgm-smoker/${id}/testReport/api/json

Additionally it would also be useful if ncu-ci can launch CITGM CIs but that's another TODO.
