pulled in the libuv 1.7.3 upgrade while we had the blocker, all fixed now, binaries are built and I'm just waiting for a test run @ https://ci.nodejs.org/job/node-test-commit/439/ to be sure we're gtg |

@Fishrock123 handed this one over in the interests of expediting it since it's been blocked and waiting for >4 days now. So this is taking over from #2607 with a proposed CHANGELOG.md.
Testing now, will move forward to release as soon as I've done basic smoke tests.
