I've worked on some improvements to the text of the member and council descriptions. Most of these changes are restructuring of the text for more clarity, but there is one semantic change: only members can fill out an application to join the council. This makes a bunch of awkward language elsewhere go away, since we would then either need to talk about members or the council, rarely both.
