When rolling cut fails to control rpm, once it's maxRPM + 300, it'll revert to hard cut instead, to prevent extreme overrev.

When rolling cut fails to control rpm, once it's maxRPM + 300, it'll revert to hard cut instead, to prevent extreme overrev.
Ideally, need to update this to cut multiple cylinders before reverting to hard limit.
