Improvements:

Improve spelling correction.
Don't require exact text (including punctuation) - aka fuzzy search

Tech:

Look into use postgres trigrams: http://www.postgresql.org/docs/9.3/static/pgtrgm.html

If that's not good enough, look into other options.
