Notary needs to be able to receive push notifications (specifically from docker/distribution for the moment), to perform actions such as purging trust information when a docker repository is deleted.

This isn't going to happen. In the cases where it has been required, it has been the responsibility of a 3rd service to manage the dependency between the registry and notary.
