This is very serious bug and perhaps an easy fix.
Please @nizarsq review. This one simple change will make Noto Serif Kannada font almost perfect for professional use.
Without this change, this font would be unusable.

Just tested NotoSerifKannada and I can see Kannada numerical are shorter than ASCII numerical, this is true for both hinted and untinted. I checked NotoSansKannada and Kannada numerical height is ok comparing with ASCII numerical

@nizarsq Wonderful. In recent times, Kannada numbers and ASCII-numbers are both used in texts. Please keep in consistent in height. You can also observe the need for change when currency is put in mix.

In printed texts, Kannada numbers are at x-height, in other words the upper horizontal line of letter ಕ with small overshoot for the curvation.

Tiro Kannada (Murty Kannada) keeps both Kannada numbers at x-height and ASCII numbers with oldstyle figures.
TiroKannada

In Noto Sans Kannada, Both Kannada numbers and ASCII numbers are taller compared to the upper horizontal line of letter ಕ. All numbers could have been slightly shorter.
NotoSansKannada

In Noto Serif Kannada, Both Kannada numbers is shorter compared ASCII numbers, currency and there seems to be no overshooting of curves from upper horizontal line of letter ಕ.
NotoSerifKannada

There was review of noto serif kannada v 1.
https://github.com/googlei18n/noto-fonts/files/673137/Noto.Serif.Kannada.Review.pdf

This had references to old printed text.

Kannada numbers in version 1 of noto serif kannada was taller. In version 2, it was shortened.

Kannada number height can be slightly taller than the upper horizontal line of letter ಕ (x-height)
They do not have to be at the maximum height ಕೆಲಿಪಿಡೆರೆಳಿವೆರೆ of of the caps-height.
But ASCII numbers, currencies should all be at the same height as kannada numbers.

Preferred solution is Kannada numbers be slightly taller the upper horizontal line of letter ಕ (x-height), currencies and ASCII numbers should be at the same height as Kannada numbers.

Noto sans kannada should also be revisited with this issue.
