Looks like font "Noto Sans Display" is missing. Please add it back.

Hi! I'm afraid to say that we decided to discontinue Noto Sans Display and Noto Serif Display. We reviewed them both and found that they didn't work particularly well together - the "displayness" was not exactly optical size, not exactly contrast, and not exactly consistent between the two. And having to maintain the display masters meant that whenever we added support for new codepoints, we were having to commision twice as many drawings; we felt that it was better to trade off the extra axis for the ability to more easily expand the code point coverage in the future.

Previous versions of Noto Sans Display and Noto Serif Display are still available from the old fonts distribution site, but we won't be publishing or maintaining them in the future.

**Summary**

The noto fonts project has switched repositories. This updates our
package to the latest released tag.

Note: Previous releases in the new repo excluded some important fonts
like Kufi Arabic, but now most things are in place. The Noto Display
fonts have been discontinued though (see [this
issue](notofonts/notofonts.github.io#16)).

Additionally the noto-emoji subproject is updated to the final [Unicode
15.1](http://blog.unicode.org/2023/09/announcing-unicode-standard-version-151.html)
release.

**Test Plan**

1. Set my system fonts to Noto
2. Wrote a few lines in LibreOffice using Noto
3. Tested lime emoji 🍋‍🟩

Noto Sans Display was meant for Display/Posters/Billboards and not for Computer displays!
